The National Commission on Correctional Healthcare (NCCHC) is a non-profit organization that publishes healthcare standards for jails, prisons, and other confinement facilities. While it bills itself as independent and objective, in reality it provides pay-to-play accreditation services for facilities seeking to minimize their liability.
NCCHC also has a for-profit consulting firm called NCCHC Resources. In the past several years the county has hired NCCHC Resources to assess jail conditions. The three reports produced by NCCHC Resources and released to the public (with some redactions) are linked below. Keep in mind that as paid consultants, these reports are not exactly the unvarnished truth; nonetheless there are plenty of eyebrow-raising details if you read between the lines.
"Procedure in the Event of an Inmate Death"
According to the National Commission on Correctional Healthcare, local detention facilities should follow this procedure when an incarcerated person dies. This procedure includes both a clinical mortality review and an administrative review "to improve care and prevent future deaths."
This report was completed on December 27, 2022 based on a three-day visit to the jail in November 2022. It was released to the public in February 2023.
